Hs50 bogging down and dying after long idle

Just had the carb cleaned and a new belt put on. When on the center stand the rear wheel isn't spinning at all like I've seen others do. It will sometimes slip when I'm trying to start it. Maybe the clutch pad?

probly clutch

shouldnt spin the wheel on the stand tho, that'd just mean your idle's too high.

Is there a way to adjust it or tighten it?
