Clean the carb?
Yeah one of the idle passages is probably clogged up. Clean the little tiny hole on the bottom of the air intake side of the carb.
We need more info than that.
Is the bike kitted
Does it have a pipe
intake?
Have you done ANYTHING to change the performance of the bike
OR is this a bike you just got and you're trying to get it running

It's a Motron and is 100% stock and I'm trying to get it going. It starts and only runs with throttle open. Carb appears clean.
Spring mechanism in throttle assembly is shot. The throttle cable is wobbly and loose. I wonder if that has anything to do with it?
What do points/condenser have to do with it?
Even if your carb looks clean all it takes is a tiny piece of debris to block your idle passage. Take the carb off and completely dissasemble it clean it and put it back.
Also check your point gap and timing.
Could be different things hard to know without seeing and hearing the bike in person.
Also make sure you have no air leaks like around your exhaust or intake.

Just cleaned the carb with copious amounts of kerosene. Moped idles just barely above dying and smokes. Opening throttle chokes the motor and it dies.
I don't understand where the smoke is coming from; I just replaced all oil seals.
I'm not sure how to check point gap and timing.
