are you trying to keep the original chrome under the fake chrome paint?
if not and you want bare metal I've used this on all paint strip projects

a nice stainless wire wheel may work, if not you may have to try straight toluene
i assume it was painted because there was a little rust on it, but i'd like to just get the paint off to see where i stand. i think even a very fine stainless wire wheel may scratch it pretty bad.
i just did my wheels and they look great! no little scratches or anything
normal paint remover with a heat gun. Wipe on, heat till the paint stops bubbling and repeat. This is how I paint strip an entire bike in one night.

brass wheel will give before the chrome does if you're nervous about stainless, then you'd need to polish any brass residue
Just get some paint stripper from the hardware store
Ditto on the brass wheel . . . should chew up the paint pretty good without damaging the chrome underneath. It works nicely to clean the rust off, too.
