I am working on a stockey stock stock Peugeot 103 and it will not drop to a normal idol and bogs on throttle pulls.
Air leaks were checked for and non were found, and the idol screw is ineffective. Any suggestions?

Gurtners are finicky for cleaning. Pull the carb and clean her real good.
Fixed it. I took it off and shot carb cleaner through every hole and put everything back together. However, I expect I may have had the throttle slide facing the wrong direction. Since there is not grove for it to track on.
There is no front or back on the straight piston DG and DD Gurtners so wrong direction does not count. A small speck of crap can mess up the carbs, always install an inline fuel filter.
