electric start not working

riding my bike 1 day stopped at the store came out and the electric start was not working and had to kick start it gas gauge and turn signals would not work took the battery to battery plus and had it charged it started fine shut it off came out later and the same problem contacted a guy at a motorcycle repair shop he said it was the rectifier or stator changed the rectifier gas gauge works but still no turn signals or electric start took the battery back to be charged was told it was no good now the guy at the shop said there charger was to high of an amp and fried it he said anything above 1 amp was too high,is this true?.Ive bought a new battery and still the same thing at the time the bike was only a few months old with just over 600 miles on it the bike is a roketa 49cc it runs fine with a kick start but would like to have the electric start and turn signals to work for safety reasons im going out to get a meter to test the electrical system but need advice on what to check.

You may have better luck at scooterbbs.com. They deal more with scooters over there. This site is dedicated to true mopeds with pedals. Good luck.
