Try small nails, they are sharp, and will scratch the surface better, then you can use "Rust-off" primer (phosphoric acid), that I bought in "Advance Auto Parts" for $4.95.

And after the acid, I used JB weld epoxy, because my tank had pin holes right near petcock pipe entry. I could see them from the filler opening, and delivered the epoxy by wooden stick, and spread it there. So my fix was around $9 total… and it holds so far.
