Bravo Electrical question (Flywheel)

Hi, I have a 78 Vespa Bravo and I can not get the turn signals to function. I have a new Flasher and new bulbs, I tested the flasher with a DC power supply and it operates correctly. If I measure the AC voltage coming from the engine I get about 5.5 - 6 Vac. That goes into the rectifier and I only get about 3.5Vdc out? I have checked the regulator checked the bulbs and checked for shorts.

Any Ideas? Should I be seeing a higher voltage from the Engine? Should I have that much drop across the Rectifier?

I am stumped. Any help would be appreciated, Thanks,
