hmm... sorry i know this sounds unrelated and maybe stupid... and probably not helpful :). But my riding lawn mower has headlights and when the throttle is set to low the lights dim considerably. I believe because the engines rpms decrease it sends less power to all attached lights... I am not sure of this but it may have something to do with that.

The way a magneto system works requires no battery, so the power output corresponds to the rpms of the flywheel. Faster you go, more power goes to accessories like headlights.
Does your no-ped have a battery? Most units that have turn signals have a battery to power them when the unit is at idle in an intersection. Is the battery up to snuff?
The alternator is built in to the same place where the points are
most moped get the light power from the engines power so at lower rpm's the light will be dimmer at higher rpm's it will be brighter hope this helps you a lil bit
