why does my needle valve always stick?

I have a 1980 Indian with a keihin carburetor, and about once a week the needle valce manages to stick itself in the "closed" position, and I have to open up the carb and unstick it. I've tried sanding the sides of the needle valve that make contact with the carb body (420 grit carbide paper) and I've cleaned out the little cylinder that it sits in. Still the problem persists. Solutions?

either the seat is worn, or if the needle has a rubber tip, it is worn.

Someone may have installed an incorrect needle valve. don-ohio
