Pull the hub out of the wheel and check the condition of the shoes and wheel lining. If the pads are glazed , you need to take some emery paper and roughen them up a bit. If the pads are scored or thin, you need to replace them. If the linings are thin, you need to replace the wheel. If there's any rust on the shoes or linings, clean them up with emery paper.

replace the brake shoes if they are badly worn and resurface the drum if needed.
