the carb is getting too much fuel

hey does anyone know why when i start my PC50 with the fuel off is runs perfict but when i turn on the fuel it floods the carb and stalls. I blew out the jets but it is still getting way to much fuel if anyone knows why please tell me

one of 10 things.

1) dirt between the inlet needle and seat

2) inlet needle and seat are worn out

3)float has a hole in it and is not floating to shut off fuel flow

4) float hinge pin is rusty and float cant move

5)carb body is cracked and leaking fuel causing float to constantly let fuel flow in

6) rust hole or pin hole in fuel bowl causing the same issue as in no.5

7) float bowl on wrong and stopping float movement

8) float not adjusted correctly

9) air box or filter is plugged up causing an extremely rich situation

10) too large of a main jet
