Last time I had to do that, I made a set of sharpened tubes, and put the correct one in the drill press and drilled through the gasket material into a piece of soft wood-makes nice, clean holes of any size!

To cut the outline, I took a sewing machine, set the stitch count to between 20-30/inch, and used the machine without thread to give a nice perforated cut that breaks free of the parent material sheet, and the inside cuts pop free nicely as well.
