Qt50 Question

I recently bought a '82 Yamaha QT50 and I have a slight problem. The moped was taken apart to ship and when I put it back together I noticed that the handle bars don't lock into place or anything. There is a long bolt that goes down the center of the steering column and it is supposed to screw into something inside the column. Mine doesn't have that...so as such my handle bars are all woobly and not stable. Any idea as to how I could go about stablizing my handle bars?

wiggle it around a little bit- that long screw drops in, and goes all the way down into the fork assy.

it can be like trying to fit a square into a round tube, but eventually- it will work

or have the bars welded to the tube
