Moped won't start after long rain

Hey everyone --

I've been gone the past few days, but while I was gone I knew it rained a lot. I live at an apartment and have my moped outside at all times. I went to start it when i got back, and it won't start. BTW - I have a 2004 Tomos Targa.

I want to repair it myself, but I am not sure where to start.

What things should I check first?

It could probably be the spark plug, it hasn't been changed it since I took it out this spring, and the carb may need to be cleaned - but I don't know exactly how - any links I can look at?

Any help is appreciated.

it may be as easy as the spark plug cap has water in it.
