Choke getting stuck

I recently had trouble getting my 2003 Tomos Sprint to start. I noticed that the choke was stuck down, so I pulled off the air filter to look at the carb and I don't know what any of the parts are called but there is a part that swings back and forth and once it swung to a certain point a part popped out and locked it into place. I managed to push that part in and release the choke but if I ever use the choke again I will have to do this whole process to get it going again. So, how do I release the choke or fix this problem? Please answer in very simple terms, as I am not mechanically inclined. Thanks in advance for your responses and help.
