Moto Guzzi Robin; engine dies when at a full stop

Hey all, i just aquired a 1978 Moto Guzzi Robin. The only real problem with it is that when i come to a complete stop the engine will not idle and dies, meaning i have to restart the bike everytime i stop, or try not to stop at all. I cleaned the carb, replaced the air filter, and loosened the clutch wire. All to no avail, it still will not idle. Also when the bike is pushed without trying to start it the back wheel sticks a bit and makes a clicking noise like the engine is trying to engage. Im all out of ideas, if anyone knows how to fix this problem, or has any ideas i have not tried, please post. Thank you all very much.

Is your idle screw at the correct setting? It should be set at about 1 & 1/2 to 2 full revolutions away from all the way in (gently) for a good idle on most mopeds.
