Perhaps someone with a 3D printer that can scan and make it with correct materials?
Can you 3D rubber? i don't think so.
Ninjaflex and printer materials like that are rubbery / flexible. I don’t know how they’d hold up in the sun / weather but it’d be worth a try.
Better off getting some alginate from an arts/crafts store and making a mold of the existing one then pouring a replacement from the exact mold of the original using two part plastic/rubber/silicone epoxy
Something like this:
Michael’s and AC Moore have stuff like that in store where they have casting/molding materials
