This is false ^ in cali you when you non op a vehicle it is a suspension of annual registration fees but you only get that option while the vehicle is currently registered, this is for obvious reasons.

Say u buy a car for your kid to drive in 5 yrs, smoking deal. Just non op it, pay transfer and non op 30 bucks. Kid grows up gets license. Take the non op off by buying just the current year of registration, no penalties, late fees etc.
