Be leery of making anything custom for the above twerp @Ryan. I cant guarantee you he will "find" a reason to be a piece of shit. It's likely not worth going out of your way to make something for him.

I make them 25.2 so you can use nuts and studs but if you want i can get 28.4 id tube but you'll have to use allen bolts.
