Tomos has burnt clutch on Tomos?Not really sure...
I believe the tomos needs new cork, the thing wont run for more than 5 seconds when revved. Carburator is clean, I don't know tomos mopeds at all, this is the first one i've owned and I dont like it.
Check the mopedarmy wiki on how to repair the tomos clutch for about $5. Trade tomos for pretty much anything that runs smoothly.
The body is beautiful on this thing, throttle, breaks, pretty much everything is perfect, i just believe it needs new cork on the clutch.
