have you tightened your forks? stock puch forks shouldnt feel sketchy until well past 50 unless theyre insanely loose....
i have s few set of maxi forks, but they may drop your front end a few inches.

..second that opinion, no way should a freespirit be delicate at 38mph, check that fork, maybe missing a spacer or got some spent hardware..i'm in chicago, supposed to be nice sunday if you want to meet up and compare forks..
check the shims where the fork tubes go into the actual forks, there should be a plastic shim on each tube.
everything feels tight, though i never looked inside them. they rest pretty low, i can lift the front end a good couple inches before the tire comes off the ground.
i have a couple sets of magnum spring forks if your still looking.
