If you're asking about quality and reliability, Chinese mopeds, scooters and motorcycles can be quite variable in the standard that comes off the assembly lines. The usual issues are switchgear of a poor standard and crappy electrics, which is a shame, as the engines are usually pretty good.
One should note that Piaggio and Peugeot, along with the Japanese, Korean and Taiwanese, have shifted production to China for their low-end models. Quality on these are better than the badge-branded models that have proliferated, globally.
I've worked on a number of Chinese scooters and there are a few good brands, especially those that are owned by companies outside of the People's Republic of China.
