Honda Spree 50cc

"Yesterday I bought a 1987 Honda Spree 50cc scooter for $100. He said it needed a battery and he hadn't used it in a few years. Today I put a battery in, but I have no eletrical power whatsoever. No headlights, horn, turn signals etc. I'm not sure where to begin. Anybody have a clue? I used to be an auto mechanic, I have lots of tools and a Fluke meter so I don't need beginers instruction. I just don't have any experience in these vehicles. <br>Where do the battery cables go to first? A relay or junction? Does the motor need to be running for any accesories(lights) to come on? My engine lock up. I don't think it was the oil because it was taking oil. I don't know what to do. will someone please tell me what to do
