I hope I am wrong, but unless you are willing to drop mad cash on it, I just don't think it could happen.
You would have to have one of the cases that give you the PHBG plus like a watercooled 50cc kit and the gears.
Hobbits are not easy to get 50/50 on. Hobbits and vespas are very similar, except hobbits are just better in almost all aspects except performance part selection.
I just really don't see it happening. I would be impressed if someone had a 45mph 50cc vespa.
Out of all the bikes I have tried to make fast, vespas are the hardest and most expensive. You can make them fast easily IF you have tons of money.
I am sure there are some 13 year olds in Europe who have 50/50 ciaos, but not round these parts.
i had 43mph on my 50cc bravo and i didn't even cut the crank or open up the intake. i didn't port anything other than the exhaust a little either.
it's totally doable, especially if you were using a 1 speed ciao.

Has anybody done 50 on a 13mm carb regardless of make?
I think the only performance parts you would need to buy off the shelf are a pipe, a 13:13 carb if you wanna call that a peformance part, maybe a needle bearing crank, and if your variated a variator and maybe race gears.
the rest would all be done through port, crank, and piston mods. 13:13 carbs FTW!
you could totally do it on a 13/13. i would use a 1 speed ciao, you can gear them however you like. bigger front pulley and a tiny rear one, plus cut crank, opened intake, 13/13, good pipe, and some awesome porting and 50 is totally doable.
you're not going to have much low end, but that's not what we're talking about here, is it?
