It is usually just dirt clogging an orifice in the carb.

BUT!

Look at the enrichener and make sure that the lever is actually moving the part that it is supposed to move.

Sometimes it is a plunger.. sometimes it is a butterfly... make sure that the shaft that they are supposed to move is actually moving... otherwise it is just dirt.

Most of these peds have very few miles... so it is rare that a carb is actually worn out or defective (unless it is missing parts).
