Its spam from an Indian marketing firm specializing in parts,
trying to get your business. But their English grammar sucks. They might set you up with cloned parts suppliers from India. Keep in mind India has millions more scooters, motorcycles, mopeds and small vehicles than the US and they need cheap parts. (visually street scenes from India from TV, you will see a lot of 2 wheel motorized vehicles.

It seems pretty legit. Being in business, it's smart of them to target MA members and the like to get business because MA members have the knowledge and passion for moped. However, this guy is looking to build or unload 100s and 1000s of parts at once not just one cylinder head.
Send them a unusable used Polini cylinder and piston
OR... send them a good one and start importing cheaper alternatives.
Srsly, find some out of production part, like last year the hobbit pipes, or this year the something else thats hard to come by or real expensive for only supply based reasons, then magically have the capitol to buy like 1000 of them, then yeah, full speed ahead.
