It's a Cushman Eagle, from Lincoln Nebraska. Time was when Cushman was the King of the Road in Scooterdom here in the U.S. Vespa was one of the reasons they disappeared. The entire Vespa drive train, with the rear wheel attached, weighed less than the cast iron Cushman engine. At 318CC's it put out 8 HP as opposed to Vespa's 10 from 150CC's and three speed trans..
The Eagle also had a two speed transmission with a semi-automatic clutch. They are still neat vehicles though depite the Neandrathal engineering.
