Moped dies at high speed or after 30 seconds?

Hey guys, Just got my moped back from Steve's moped, got a new carb, 70cc kit, tecno old school pipe, and it dies at high speed, very odd, ill drive around for 25-30 seconds 25 mph, then crank it above 30 mph and it seems to just die out, no precaution or nothing, just totally dead. this happend 3-4 times last night then i just said screw it and went inside, it was like 20 degrees outside if that helps at all. I started the bike using the choke, drove around a bit, turned it off. I'll have to get the exact specs of the carb/kit/jet when i get home, but i still have the stock air filter as well if that matters. I dont want it to be too loud. Is there some kind of speed limiter? is it too cold to ride the bike? am i not getting enough fuel? its not like the bike is bogging, as soon as it starts back up again (a few kicks) i rip the throttle and go, no problem. what is wrong?
