Buying a moped...

Hey. I am in the process of buying a moped. Its a 1978 JcPenney Swinger2. The only problem is that the person I am buying it from don't have any of the paperwork really, and thats ok. But in order to register it in the state of New York, I need to know what it is rated to go to as speed. The brackets it can fall into are... 20MPH and under. 20MPH to 30MPH. and 30MPH up. Depending on the speed bracket it falls into, depends on license required, registration and inspections. If anybody has any information about what the manufacturer rated the bike at as a top speed, please let me know either here or via email.

According to my book, the JC Penney Pinto was rated at 25 mph. I would bet that the Swinger2 (very shagadelic) is also rated at 25 mph.

Check the VIN tag on the bike. I know my Motobecane VIN tag states the speed rating.

Even if you don't know, tell them 20 to 30MPH, or it will be considered a motorcycle, and you don't want that! You will be lucky if it will do 30 anyway.

Mitch, If this moped has been sitting around for a very long time please check the tank for rust. Constantly cleaning the fuel filter is no fun. If it's anything like the Peugeot's the tank is integrated as part of the frame and to cream it is a big headache.
