I heard they do, but haven't seen any information on the net about it - and it's fairly possible that the RPM gauge wasn't built by/for Tomos.. but I have seen a Targa TTLX with a Tach on it, yeah.
If I knew how a Tach worked (which I do not) I could tell you which other 50cc cycle you might be able to refit one from, but someone else is gonna hafta tell you that - all I can tell you is that yes, it's been done.

if you want one just to test go to tinytach.com, otherwise try an auto parts store, they have those little ones.
