I found the Hazlet office very easy to work with to get titles for non titled mopeds in private transactions. As long as you use the DMV bill of sale and have it notarized they don't even ask for anything else on the bike.

I pulled a similar move where I bought a ped in Delaware (which should have had titles but didn't), sold it to a friend in Maryland (which doesn't register or title peds at all), and then bought it back from him and got a notorized bill of sale.

In NJ at least, you shouldn't have to get a letter from the seller's state to register the ped. I went to the Flemington MVC office to register mine. Although the people there were clueless about what to do with no title at first, they were able to pull out a huge book with copies of the titling and reigstration laws from every state, and after five minutes of flipping through and finding the right law, they issued me tags on the spot. All MVCs should have the same books on hand, whether or not they know to look for them. I got the title in the mail six months later.
