Indians are pretty mopeds (you can probably find some in the photos section -- just look up at the top there), but they're not very common. That means that they're hard to find parts for and there aren't many people who have experience fixing them. If you get a Puch or a Tomos or something, you'll easily be able to fix things when they break, and you'll be able to use the advice and tutorials that people have put together. $400 is a little steep for a non-running moped, but considering it used to run well and that it's in SF, I don't think it's completely unreasonable. If you're new to mopeds, that probably isn't the best choice because of the lack of parts availability and technical support,. However, that doesn't mean you couldn't get it and figure it out yourself if you wanted to badly enough.
