That's insane. Indians are awesome, but not $1800 awesome. Maybe if it's still glimmering and with under 500 miles (Hoppness --only 300mi?!?! Get cruisin!).
It does look like it has nice chrome, the good mags, and a windshield, which I've never seen on an Indian. I'd maybe pay $800-$1000 tops.
I bought mine in San Francisco, the pinnicle of Moped overpricing, for $300, although it wasn't running and definitely in worse shape than that one...
