My 1985 Honda Spree bogs at full throttle and only goes 24 mph. Are my carb adjustments wrong, or what?

carbs don't just go 'out of adjustment,' unless you start messing with the screws. check all the standard stuff first. then progress to the more complicated things. probably a clogged exhaust or exhaust port...

Dirty carb, more than likely.
Dismount and clean it, replace plug, check and set points if it has em.
You'll be back up and runnin well in no time.

Good chance it is the jets in the carb, soak them in carb cleaner and you should be up and running.
