i just got a new puch maxi and i want to turn it into those race looking puchs but what kind of handle bars are those on them?

That could mean almost any handle bars really. Define 'race looking' first.
Or look around online at some moped shops and pick something you like.

Some of them came from moped shops, a lot of them are just bicycle handlebars turned upside down. I would give it a lot of thought, just because something looks cool doesn't mean you are going to like it. Those low bars will have you hurting all over real soon. And they will take all the fun out of riding. But your chiropractor will love you.
