I bought a used 1987 tomos with out a tail light,it has three wires coming out of rear fender where the tail light mounts. brown, gray and blue. the new tail light has three wire blades.
starting from left to right, what goes where.

On my 78 Tomos it is left - green - taillite
center - blue - ground
right - gray - stoplite
and mine won't run without the tail lite installed

scott i think that u are wrong(think..im not sure)...but gray is the universal ground color on MOST peds. if u have a gray wire on everything, u know its a ground......other than that im clueless...just fiddle around for a while, ull figure it out

On a Toms ground is Brown, and on some older Tomos's the ground wire is Blue.
Don't ask me why, but it is.
