How to register a moped with no title in WI.

I'm seeing a lot of VERY nice mopeds for sale here in wisconsin, like this one:

That have no title.

I recently took in a moped with no title to the DMV here, thinking that since it had been abandoned in excess of four years, i could do a salvage on the vin.

Then i find that the DMV doesn't do salvage claims in this state, if they ever did.

Or possibly this only applies to bikes.

They said the ONLY option outside of finding the original owner to re-title it, is to do a "bonded title".

So a bonded title ends up costing you anywhere from $1200 to $12,000 A YEAR, depending on the value and insurance on the vehicle.

You then have to hold the bonded title for FIVE YEARS while they run it's registration and notifications just to make sure there isn't really an owner or lien on it, so THEN they can put it in your name on a regular new title.

Maybe having a dealership license could get you around the bonded title and able to do salvage?

But it seems unlikely.

Are there any states that have a more sane approach to getting a vehicle title?

Vermont. I’ve done several mopeds and motorcycles through VT DMV. All paperwork can be done through the mail. You’ll get a transferrable registration card and a license plate. You can then ride around with VT plates or take the transferrable registration to your local DMV and “convert” it to a title in your state. (edited)

This could be a lil cottage industry.

I find a resident in VT (hint hint), send over some vins and cash and boom, registered bikes we can then sell back to Wisconsin residents.

It is impossible to get a title here without the original owner or original title and signage.

I have a signature on a title card that is two years before the new title card updates in the state for a sail boat that I cant even get in my name because the original owner wont send in one stupid letter to approve the transfer on the newer title card.

Meanwhile, not a single hair salon, home construction firm or diesel service station has been inspected in the entire state in over 11 YEARS after walker mutated our state regulators and we have six registered sex offenders driving for rideshares in downtown madison.

ahhh, the midwest...

You don’t need a VT resident to get you a transferrable registration and plate. You do the paperwork directly with the VT DMV. They don’t care what state you live in. That’s the beauty of this titling “loophole”.

If you know anyone in MN it's easy to title a moped here if it has not been registered in this state for 7 yrs or if it is from out of state I don't think they even dig that deep, I registered an express from WI with no issues. But you would need that person to have an address here for the title to come to.

Just a FYI, if you go the Vermont way, it’s still another 200$ish to transfer the title to your name in Wisconsin

You don’t get a title from Vermont just a plate and registration. You then take that registration to your title processing place and have them issue a title in your state from the Vermont registration.

I believe that's exactly why only a registration is given and not a title .

It's been like that for the years I've known about Vermont .

gersh,.. Well there are options in MN and maybe a VT registration can transfer to a MN or WI title.

Wisconsin is kind of a regulatory shit show at the moment. Back in 2011 Walker pretty much wiped out all regulatory authorities, state DNR/environmental oversight and any and all anti-corruption departments he could gut the funding on.

THEN, he created to multi billion dollar departments (DSPS and DOA) to replace the regulators he had destroyed, now costing the state nearly three times that of all the previous regulators combined while also giving Koch Ind, their own floor in the DOA building for lobbying.

So DMV and a lot of the standard service providers have had to come up with "fun and exiting" ways to make up for the budget fuck fest.

Salvage titles seem to have been pretty much eliminated.

The 97 spree that I bought (then had to return) was at a repair/dealership for nearly 12 years. The owner never picked it up or communicated with the owner. Finally, at over $2500 in storage fees and no pay for the repairs, the dealership owner claimed it as abandoned property and made a final notice to the owner to pay up or forfeit the moped.

The dealership owner assumed he could simply do a salvage title on it. The DMV STILL wont let him do one. Anyone wanting the Moped would have to do a bonded title and pay for full bonding and insurance on it for FIVE YEARS with additional registration fees until the DMV would then release an actual new title on it.

So the dealer owner is effectively stuck with a moped he can never sell, entirely own or drive street legal.

Totally insane.

I told him about the options in MN and VT so maybe he will be able to register it one day. (edited)

Care to explain exactly how and why that'll happen ?

I've been running Michigan registration for the last 11-12 years and I'm a legal resident of South Dakota . Not once has any LEO questioned it . (edited)

sell it in the twin cities area,they have a form for

registration and with a pic of the vin and front back and both sides,as long as it looks like it will run you can get it registered,why turn dont free money? Maybe a bill of sale I forgot.

No. You have to either get a transferrable registration from VT or title it in your home state.

Use the Vermont registration to obtain a title from your home state or jump through the hoops of your home state to try for a title .

Vermont is generally the easiest course , unless you have a lot of cash to throw around and then wait .

The point is that you can get a Vermont plate and reg cheap. Then with that reg you can title it anywhere that requires one....because Vermont is a no title state, ur dmv will know that and issue a title.
