I'm seeing a lot of VERY nice mopeds for sale here in wisconsin, like this one:

That have no title.
I recently took in a moped with no title to the DMV here, thinking that since it had been abandoned in excess of four years, i could do a salvage on the vin.
Then i find that the DMV doesn't do salvage claims in this state, if they ever did.
Or possibly this only applies to bikes.
They said the ONLY option outside of finding the original owner to re-title it, is to do a "bonded title".
So a bonded title ends up costing you anywhere from $1200 to $12,000 A YEAR, depending on the value and insurance on the vehicle.
You then have to hold the bonded title for FIVE YEARS while they run it's registration and notifications just to make sure there isn't really an owner or lien on it, so THEN they can put it in your name on a regular new title.
Maybe having a dealership license could get you around the bonded title and able to do salvage?
But it seems unlikely.
Are there any states that have a more sane approach to getting a vehicle title?
