gersh,.. Well there are options in MN and maybe a VT registration can transfer to a MN or WI title.
Wisconsin is kind of a regulatory shit show at the moment. Back in 2011 Walker pretty much wiped out all regulatory authorities, state DNR/environmental oversight and any and all anti-corruption departments he could gut the funding on.
THEN, he created to multi billion dollar departments (DSPS and DOA) to replace the regulators he had destroyed, now costing the state nearly three times that of all the previous regulators combined while also giving Koch Ind, their own floor in the DOA building for lobbying.
So DMV and a lot of the standard service providers have had to come up with "fun and exiting" ways to make up for the budget fuck fest.
Salvage titles seem to have been pretty much eliminated.
The 97 spree that I bought (then had to return) was at a repair/dealership for nearly 12 years. The owner never picked it up or communicated with the owner. Finally, at over $2500 in storage fees and no pay for the repairs, the dealership owner claimed it as abandoned property and made a final notice to the owner to pay up or forfeit the moped.
The dealership owner assumed he could simply do a salvage title on it. The DMV STILL wont let him do one. Anyone wanting the Moped would have to do a bonded title and pay for full bonding and insurance on it for FIVE YEARS with additional registration fees until the DMV would then release an actual new title on it.
So the dealer owner is effectively stuck with a moped he can never sell, entirely own or drive street legal.
Totally insane.
I told him about the options in MN and VT so maybe he will be able to register it one day. (edited)
