Typically a generic login request like this is the result of a bug in the code or network request or auth system not working.

nginx doesn't serve a HTTP 1 basic auth login form unless it is configured to do so

so, somebody at least cared enough to put a password form on it. whois says the domain was created in 1997, probably just an old forgotten project.
Per the wayback machine, at one point it was redirecting to https://www.konascooters.com/
