100cc's? Then it's not a moped. All mopeds are 50cc's. Anything over is legally a motorcycle.
As for titleing I would do the vermont trick. But I highly suspect that what you have is a scooter, not a moped.
If it doesn't have pedals like a bicycle and a two stroke engine you are on the wrong forum.
