PA50I Tuning after installing PA50II parts

OK, so I have a pristine low mileage 78 Honda PA50I. Cleaned the tank, carb, new plug runs like a top completely stock. I Have now purchased and installed the following PA50II parts. Ramp plate, carb (stock #78 jet), intake, and reed valve. Still have stock exhaust and It starts right up and runs but sluggish. I pulled the air filter out and made a huge difference. revs up and not sluggish at all but I don't want to run without an air filter. I'm guessing the next step would be to either drill the holes out on the filter intake or put one on from an "II" . I have searched the wiki but don't see any details about when you have done these upgrades what to do to fine tune. Any tips/advise from someone that has done it with success please chime in. I'd like to keep it as close to stock and quiet as possible for the wife to ride. I appreciate any suggestions and input. Thanks. (edited)
