Registration is meant to 'tax' road usage . Title is to prove ownership .

Buy it ,have the guy write you out a bill of sale showing you bought it from him....they are not easy to come by where i live so i probably wouldn't hesitate to go look and buy it at that price

This is hypothetical but say it’s stolen, if they stop me for some reason and find it’s stolen they’ll take it from me and I’ll be out money

In my state, WA, only a few days. It’s a full vehicle records check, to obtain missing title. But they won’t do it if it’s not in your possession. You might be able to have the local sheriff just run the vin.

But as much as you’re dragging your feet, if I were close I’d scoop it out from under you at this point. Shit or get off the pot! :)
