Kitted Puch Maxi on CL $1100 rusted gas tank epoxied, safe or unsafe?

I can’t imagine this frame not being compromised because of 2 coats of epoxy, I just don’t know Mopeds as well as a lot of you guys here, just not trying to see anyone get seriously hurt. Click link for listing Puch Moped listing (edited)
