Eeeek! Not a good idea to ride it at all. Rusty tanks cause maxis to fold up like a taco. Structurally comprised. Or, live life on the edge and use one of those cheapo China bike motor tanks on the book rack.

I agree with Aaron. You’d be surprised at the resilience of these tanks, I’d try cleaning it for a bit and see if some of the rust disappears, but I don’t know the whole story so a frame replacement, while tedious, probably wouldn’t be much more difficult or expensive than an external tank.
Grab a swinger/pinto/free-spirit/Murray frame and tank, then you can swap over all the parts.

I’ve heard of worse ideas, but still at that point you may as well just do a frame swap. It’s not fun but it’s worth it, if not for the stock style points then for safety.
MLM makes brackets to put a Tomos tank on a maxi.
