I normally don't give legal advice but its completely legal for older bikes. If your bike is from 1950s-1980s and probably even later its completely legal. You just have to say its not operating correctly and you have to be honest in saying there is a discrepancy in the odometer once its sold. Talk to your local motor vehicles personnel about it when you register it.
In Pennsylvania when you register your vehicle and get the plate it has an odometer reading on the back of the registration simply write down non-applicable
In Florida anything over 10 years old gets "exempt" written in the odometer box.
Considering there’s no annual inspection on mopeds, you’ve got no worries.
My Harley Chopper was bought in PA. It has no speedometer or odometer at all and was inspected and titled no problem.
