personally if I were cutting and welding, I'd rather cut and weld the downtube bar. they come off quite easily and you could just put a little bend or bump there to clear the intake. Any welds in the intake, even done very cleanly are gonna create turbulence, and any cut/bends in the intake are gonna take some of the smooth transitions out.
