If you're referring to turbulence or the kinetic energy in the molecules, it facilitates gasification. Fuel droplets get broken down smaller and smaller. For the most part heat breaks up the droplets, but turbulence is also effective.
Unfortunately this has no effect on whether the charge itself is lean or rich.There's the same amount of Nestle Quick in your glass whether it sits on the bottom or you stir it up but it sure tastes better if you give it a shake.
