piaggio ciao, fixing

I just bought a used piaggio ciao that does not run. I showed it to my dad and as pedalling he said, "it sounds like there is air leaking from the cylinder." there was a hissing noise when we pedalled it. Is this normal? also, I would be interested in buy a manual for it, so please contact me if you know about one. What is the oil to gas ratio for the fuel? Also, if anyone knows any specific information about the ciao, I would greatly apprecate it. Thank you!

The Ciao has a small lever on the left hand grip. this is a Compression release.If you pull it in it opens a small valve in the cylinder head and makes it easier to peddle. After you get going a little bit you let go of the lever and it closes this valve and the engine should start.Maybe the valve is stuck open. Trace the cable to the head and see if it is opening and closing. Supervespashop has all parts and a manual $15 u.s. Phone Fabio 619 574 1818 in San Diego. Fuel is 50:1 or 2and a half oz. of 2 stroke oil to a gallon of gas. This bike is common and a lot of army people can help you , just post your questions.bruce

And I should tell you that it won't start if the tail light bulb is burnt out. bruce
