When you say "as long as the bike has not been registered for 7 years..." do you mean in the state of Arizona? Or anywhere?
I just bought a moped in Oregon. It was registered in OR, but the prior owner never got around to picking up the plates or the registration. I have a bill of sale from her, but not notarized.
So, in other words, the bike is in the system in Oregon under the previous owner's name, but not registered in the state of Arizona. What's the best way for me to approach AZ registration?
