On my 21st birthday i rode my ped up to the bar to meet my friends. I got too drunk and rode home in the passenger seat of a friends car and had a friend take the ped home. Short story shorter, didnt have lights on on the car, both vehicles get pulled over at the same time, sobriety tests for ped rider and car driver thats it, passed test (both drivers were below limit). No questions about lack of plate for ped or insurance etc. He didnt know anything about the moped but everyone was polite except for me, i couldnt lift my head.
On another occassion, i rode my ped to my sisters house, my brother in law is a cop. Everyone was interested in this 'granny bike'. My brother in law was very intrusive about registration, insurance, and such. I said it was 49cc and he still didnt know what the law was.
So anyways, like Kevin is sayong, be educated. You ride something a lot of people, law enforcement included, dont know what is. Much less know the laws for street legality. So yea. The law wins in the end, your side or vice versa.
